From West bound I-64 take exit 38B, to S. 22nd Street. Take S. 22nd St. North to Market St. Take Market Street East past the Union Station Hotel, to S. 18th Street. Take 18th Street South past Clark Ave. Enter Union Station parking lot from S. 18th Street. The chargers are just South of the Train Shed on the far side of the lot near the Parked Polar Express Train. Half of the Charging spots are painted Green and reserved for EV's.

Fee for parking, but charging is complementary. No app required, just plug in to start the charge. Some attractions give parking vouchers. Otherwise Debit card, MC/Visa accepted for parking payment.
